Alabama lawmakers are to consider a new bill that would legalise sports betting at licensed land-based facilities in the state, as well as on approved mobile and digital platforms.Introduced by Representatives Mike Rogers and Mary Moore, HB315 sets out proposals to permit betting on professional and collegiate sports events, as well as create the Alabama Sports Wagering Commission to regulate the market.The bill, also known as the Alabama Sports Wagering Act, would enable the new Commission to award up to seven sports betting licences to venues where pari-mutuel wagering is authorised.Operators would be required to pay a $100,000 (£75,800/€89,100) fee for the licence, which would each run for a period of five years.These licences would permit the holder to offer in-person betting, in addition to wagering services via mobile and other digital platforms. The bill suggests that online and mobile betting would be permitted from anywhere inside the state’s boundaries.Licence holders would be permitted to enter a partnership with a third-party to operate sports wagering, under the pretext that this entity secure a management services provider licence for $1,000. However, the Commission may accept a licence from another jurisdiction should it have similar licensing requirements.However, the bill does not reference any of the tribal casinos in the state operated by the Poarch Band of Creek Indians.In terms of tax, licensed operators would pay at a rate of 10% of adjusted gross sports wagering receipts in the state. The Commission would collect tax on a weekly basis.The 2019 Alabama Legislative Session runs until June 18, meaning the state has just under 11 weeks to pass the bill into law. Overall casino spend was $823.1m, compared to $731.6m in Q3 of last year.Development costs also increased from $4.8m to $30.4m, whole Melco noted an increase depreciation and amortisation spend from $134.6m to $140.6m.However, increased revenue meant that Melco was able to overcome this higher spend and post an operating income of $175.2m for the quarter, up by 104% on $85.9m last year.After finance-related expenses of $81.3m, including $80.1m of income expenses, Melco’s pre-tax profit stood at $93.9m, compared to $10.8m in the prior year. After a $8.3m loss attributable to entities in which it holds a non-controlling stake, plus income tax of $1.8m, its net profit stood at $83.2m, a significant improvement on the $11.3m posted in Q3 2018.“During the third quarter of 2019, Melco’s mass market table games drop and gaming machine handle both reached all-time-record-highs,” Melco’s chairman and chief executive Lawrence Ho said.“The third quarter also marked the 16th consecutive quarter of positive year-over-year growth in mass market table games drop, highlighting the strength in Macau’s mass gaming market and Melco’s leadership position in the city’s mass and premium mass gaming segments.”Melco in May signed a definitive purchase agreement to acquire a 19.99% stake in Australian gaming operator Crown Resorts. Michigan’s Gaming Control Board (MGCB) has opened the process to accept online gaming supplier licence applications ahead of the state’s igaming roll-out.The forms and related information can be found on the Board’s website in a new section dedicated to online gaming and fantasy sports.The Board may issue provisional licenses before the launch of online gaming for all suppliers other than platform providers, who can still complete license applications which may be approved after online gaming launches.“We’ve taken another step toward the launch of online gaming by beginning the licensing process,” said Richard S. Zeal Network has increased its full-year financial projections for a second time after preliminary figures for the third quarter showed a rise in billings and new customers. Depending on general market conditions, in particular higher marketing spend to bring in new customers within the attractive market environment, and the implementation of the synergy effects, adjusted EBITDA is now set to amount to between €8m and €10m, up from the previous range of €7m to €10m. Revenue last year also included the secondary lottery business, but not the Lotto24 online lottery brokerage business up to 14 May 2019. Revenue in the German segment is expected to reach €57.8m for this year’s nine-month period. Zeal said that dis-synergies associated with the business model change will also mean that adjusted earnings before interest, tax, depreciation and amortisation (EBITDA) will also take a hit, with this set to fall to €6.9m. In terms of revenue, this is expected to fall 31% year-on-year to €63.9m, due its shift away from lottery betting to focus on brokerage, following the Lott24 acquisition. Zeal added that growth in its core German segment was primarily down to strong jackpot development of the Lotto 6aus49 lottery, as well as higher marketing investments to boost new customer numbers. For the six months to 30 June, Zeal achieved billings of €314.4m compared to €179.4m in H1 2019. Revenue forecasts have also been raised from between €76m and €79m to a range of €80m to €83m, with an unchanged gross margin in the German segment of slightly above 12%. Billings – all customer stakes, including brokerage stakes and associated VAT, net of bets – in the nine months to 30 September are expected to come to €471.8m (£427.5m/$552.1m), which would represent a year-on-year increase of 42% on the same period last year.
